To the best of my knowledge, it's an old song from the 1920s, or even
earlier. I believe it's kind of like glamorizing the so-called
sophisticated urban lifestyle of that time. As a friend of mine says,
"Sex, dope & rock-and-roll didn't start in the 1960s. ;)

AFIK, it didn't originate as a drug reference.

I could be wrong 'bout this, and certain that there are are
conflicting accounts of this. Anybody??

don't think it was a drug song
long before Dillinger my dad used to sing:

a knife a fork a bottle and a cork
that's the way we spell New York
chicken in a car the car can't go
that's the way we spell Chicago
